Looking to the future: phase two of our Handbook reforms
This consultation relates to further changes to the Handbook and the SRA’s proposals relating to its enforcement strategy, as well as the transitional arrangements relating to the Solicitors Qualifying Examination (SQE).
The consultation also includes the rules to implement the SRA’s decisions in relation to phase one of the Handbook reforms, enabling solicitors to provide non-reserved legal services outside regulated firms. The phase one proposals also focused on a revised set of principles and codes, including separate requirements for firms and for individuals.
The rules relating to PII and the Compensation Fund are not included in this consultation, but will follow in the wider review of financial protection arrangements.

The Law Society has issued a practice note about the risks to solicitors posed by this new legislation, which came into force on 30 September.
The SRA has urged all practices to check HM Treasury’s consolidated list of asset freeze targets, which lists designated persons subject to financial sanction under EU or UK legislation.
The practising certificate renewal period opened on Monday 2 October.
